renegotiate hosting prices?
How often should you try to get a reduction in hosting costs? Is it even possible with the higher end hosts?

30-60 days before your contract is up and to make sure you don't evergreen into the next year.

you can always try and see what happens, especially end of contracts and upgrading during an existing contract are the moments you should ask

You can usually secure better pricing on large hardware requirements.. for a 1-10 servers, I agree keep it month to month.

Regardless no company will really just say ok and spend the money on equipment with out some security. If they do. have fun with your desktops and non-enterprise storage.

keep in mind that a contract is for both parties, it will also describe service level agreements and compensation if those levels are not met.
