I fly paragliders, and by powered parachute you probably think about powered paragliders. Powered parachutes are no longer in use due to their low performance for this kind of flying. Maybe there is some still flying but it is stupid tu use them when you have paragliders that have so much more to give you in flight.
I fly free flight and it is amazing expiriance. Sometimes on days hen there is no lift I wish to have paramotor to zoom on low altitude. Paramotoring is big fun, no question about it. Here is some urban flying for you: https://youtube.com/watch?v=LkdRgslgN8M enjoy

Yes there, there are tandems for two people. You can take ride with someone (tandem pilot0 and you don't need to know how to fly.
