the answer is more prisons. You'll created jobs building the prison and having to staff them. that's great for the economy. Non violent offenders need to be in seperate prison than violent prisoners. Lifers and long term inmates need to be held in the same area as death row inmates and away from inmates that will be getting out soon.

" Low risk " would mean not being a danger to others but that's not the only reason someone is put in prison.

You commit a crime and get convicted you are sentenced to incarceration. You lose certain rights like your freedom until your debt to society has been paid.
