Question about new 2257 rules

I haven't read it yet and when I do since I'm not a lawyer I probably won't understand half of it. I'll get professional advice before I start doing anything different than I am right now to make sure I am covered but I am curious. Of those who have read the new rules how will this effect the average webmaster? Meaning the person that makes TGP galleries and small free sites with a few pictures of movie clips on them? I know they will have to link those pages to a page with all the proper 2257 istatements on them and it sounds like a third party can keep those records. So if a webmaster uses only sponsor provided content will that webmaster now have to maintain the records for that content or will linking to the 2257 statement for that sponsor be enough?

I'm toying with the idea of reading through them and putting together an easy to understand rendition of the new regulations, but it might be a waste of time.

I'm reading through them now. The problem with stuff like this is that that three people can read the same thing and interpret it three different ways.

The stuff I skimmed over so far seems pretty straightforward. I'm guessing it becomes a quagmire as you read further.

I guess for me it is in the details. For example it seems like if you download some content from a sponsor and use it to build a free site you are now considered a producer because you have "inserted" a picture into a website. Yet if you just frame content that is provided by the sponsor (IE daily updated pics or videos) and you don't serve them off of your server is seems now you are not a produce and would be exempt. Yet if you allow people to download that movie or picture you may then be a producer again. It is a mess.

The short answer to your question I think was answered when I talked to a high-powered First Amendment attorney today.

There will be no enforcement under the Obama Administration.
