I've recently joined rent-a-coder, but I'm wondering if anyone has a better recommendation. I have an idea for a mainstream script, but I don't have a lot of startup capital so affordability is a bit of an issue.

I've considered offshore outsourcing, but I want the program details to be fully understood and don't know if that is a good idea since I've never had anything developed by a third party.

Any suggestions? Do you generally outsource offshore or not? Good/bad experiences with this?

Basically it needs the ability to insert a random numerical value onto an image and later be able to read the image to decide who took the picture. A database on my server would be able to match the code to a photographer's profile. Any idea what it would take to do this? Programming language and/or budget necessary to achieve this?
