Anyone interested in sharing their IPs then in exchange for services or me managing a blog or link exchanges or free links, or even in exchange for paying a bit? They won't use really any bandwidth. I mostly just want to get the domains hosted so they aren't sitting not gaining any value with not being in search engines properly..

If You don't care all that much about the sites being up 24/7 and want more class C IP #s you could try dreamhost. I use them as a secondary host just for that purpose. When you add domains do it a day or so apart and it won't be on same IP as the first site, most likely a different class C too.
