Hey Jim, yup from what i have read the USA can prosecute US citizens for any crime overseas (does nit have t0 be sexually related).

Yes, USA law applies to every US citizen when traveling abroad. Doesn't matter what the law is in the country you are in, you are still bound by US law as well. It often depends on the nature of the case as to if the USA holds up to it or not, but usually in the case of violent crimes or crimes against children or women as well as some drug cases, you can get your ass in a sling when you get back to the USA.

I think it's a matter if the embassy catches onto what you have done or not. There is no global computer system yet that flags criminals on auto. But if the US embassy catches wind of your crime, it really is up to them to follow through with the report.

I know these guys speak english but we don't know yet if they are Americans.

That is correct. It's just a matter of the USA finding out, which usually falls onto the embassy or unless someone else rats you out.

Umm that is not true, if it was, the police would be sitting at the airport picking up just about everyone who came from Amsterdam for partaking in illegal drug use or what about all the 18-20 year kids who flock down south to Mexico for spring break and drink their ass off.

It's all a matter of if they find out or not. How are the authorities in the USA gonna know if you have been smoking weed in Amsterdam? Go out of the country and get caught selling a bunch of coke. Then wait and see what happens to you when you get back to the USA if the US embassy reports the case or the US catches wind of it otherwise. There are many, many cases of this shit.

Thailand can really be a wonderful place. The problem is, in the areas most of us work here, it is FILLED with low lifes from around the world as well as the lowest of the Thais. It does add up, actually.

Here's how I think it works:

They ask girls for bareback sex with a supposedly hiv+ guy, the girls refuse and get thrown out, that gets filmed.

After that, they film a scene where a paid girl who is in on the deal acts as if she agrees to having sex with a hiv+ guy, while in reality neither of them are hiv+. Basically, the girls who refuse are real footage, the girl who does the scene just acts.

The guys still deserve to get their asses kicked, though. That goes without saying.

Now, there are a handful of laws that are extraterritorial in their scope. For instance, under the PROTECT Act of 2003, it is illegal to travel to a foreign country for the purposes of soliciting prostitution from a person under the age of 18. Under the Foreign Corrupt Practices Act, it is illegal to bribe a foreign official, even though the bribery takes place in a foreign country.

But blanket US law does not have reach on US citizens in foreign countries, prove me wrong, you have the world at your finger tips in the web so someone like yourself should have no problem finding something to back up your claim.
