Offer a reward to the first webmaster that notifies you of someone cheating you.

Maybe the reward could be having the link spot of the cheater they busted.

This would work for the archives as well.

I would be willing to bet there would be a few hundred webmasters constantly checking your pages and it would not cost you 1 red cent and would really put a CLAMP on cheaters!
