What exactly do these 13 root servers do ?

They are the master DNS servers for the entire net. :>
Telling your DNS servers where to go to get the info for that .com or that .sg domain :>

I'm surprized that there are only 13.. with something so vital to communication, you'd think the redundancy would be 10-fold.

I'm sure the military has their own closed system which has far greater backup should the main servers fail, either on their own or as a result of attack.. at least I would hope so.
