is there a program that can upload specified folders and subfolders to the ftp every few minutes or hours? and if the files inside folders/subfolders already exist (if they're both same size) in ftp it will skip them? and if the file sizes do no match in size it will reupload that file..? thx

I use http://www.flashfxp.com/

You can schedule uploads in advance and you can set the preferences for it to overwrite smaller/bigger files and skip identical size ones.

Don't know if you can set it up to do so over and over again, but you might

it's a nice simple program
