Does it matter where affiliates are located and do they have to register with Visa and M/C too?

Ok, maybe my wording was not precise enough.

I'm not asking if they have to pay the registration fee, but do they have to meet certain CC requirements?

Meaning, do they have to registered with Visa and M/C as an affiliate of a paysites rather then just registering with the billing processor as before?
