I'm not asking if they have to pay the registration fee, but do they have to meet certain CC requirements?

Meaning, do they have to registered with Visa and M/C as an affiliate of a paysites rather then just registering with the billing processor as before?

affiliates have nothing to worry about, everything will be the same for the affiliates.... well unless the site gets shut down or something.

Not sure affiliates should pay fees, but gov will see where traffic coming from. No anonymity if ur working with US based sponsor
