SEO Robots.txt Question

If you add a robots.txt rule disallowing a certain folder that is already indexed in google, does it de-index it?

To speed up the process, use a few ping services to point the spiders to your site once you changed the robots.txt.

what's a good ping service for a non-blog type of site like a message board for example?
