To my big surprice IBill called me to ask if they could be helpful with any info about the new visa regs.

As the clock is 22.30 here and I was watching TV, I was not ready to pump her for information but she told me that they could not process visa for people without a us precense after 15th. nov... big surprice.... However she was more than helpful with links to setup a us corp.

Ibill is looking to setup merchants banks outside US but she expected it not to be finished the next 4-6 months.

I called them and was told that the emails containing the Visa forms were being emailed out to clients as we spoke.

6 1/2 hrs on I still havent seen one, I dont know why they don't put it in the CMI as well.

I was also told that there was no news to report on foreign banking relations as yet and that I would have to setup a business in the us with a tax id to use continue to use ibill and those were the only two requirements at this time.

Well it's the 16th here, still nothing from iBill, no phone calls, no email, no news.

iBill did reply to an email early in the month in which they said that you can continue processing without VISA if nothing is filled in etc.

I would have expected alot more information by now, then again this is iBill, no exactly known for great client services.

Anyone running with PSW ? I'd be interested on feedback.

Same information here. I was told "business as usual, nothing to worry about" up until today. Today they called me and told that MAYBE they will have international presence setup before the deadline, but again maybe not, and if yes they can't tell exactly what regions will be covered.

I got a call today from my rep as well. They told me Ibill has no ability to process for anyone without a USA presence.

Hey Quiet. Have you come up with a solution yet?

I posted last week that Ibill had a solution for us. After reading the boards today, I called ibill and asked if they have a solution for us or not. The guy told me to talk to our sales rep but said "THEY ARE WORKING on having a solution for the deadline"
I'm getting the impression ibill lied to us last week and will probably not have a solution ready in time.

What pisses me off is that nobody is addressing the issue. Both ibill and jettis HAVE NOT told us whether i need to get a company in the US or if we are ok as is. The clock is ticking and nobody is providing any answers.

Not only that, they haven't clearly defined what is required from the US entity, if we do set one up. Do we need an office? Do we need employees etc etc.

All existing rebills will be cancelled.

It is a hard deadline apparently, no exceptions.

I wouldn't be surprised if the *true* deadline is December 15th and every non-US webmaster who's not registered, loses his rebills but they keep'em. It seems to me that you're all getting it up the ass when they knew about the regulations, allowed you to operate anyhow, and also knew about this tightening of the strings 4-6 months ahead of time - THEY COULD HAVE GIVEN A LITTLE WARNING ahead of time so this would have been a settled matter already. Why did they wait until there is 1.5 months to deadline? I'm sure someone knew it would take all of you more time than that to set up a company or set up a partnership in the US.

Someone knew - IMHO they were saving their finances in the meantime - and who tells you that they won't process the rebills for yet another month but you won't get a dime - cuz they all agreed to say the deadline is on November 15th?

Sorry, but this is the feeling I'm getting. CCBILL, IBILL and the rest of the crew should be giving you all the info you require to make this as easy as possible - they were in the wrong not enforcing the rules from the beginning. They've been dodging your emails - giving half-assed answers to your pointed questions.....WTF have they been doing for the past few months if they knew it was coming?

Ok......I got it off my chest.....now I'll try to move along.

Im still waiting for the Fucking form the joint statement said was going to be released on the 8th. then it was the 14th, then the 15th then sometime between the 16th or 17th .. next week they be like those assholes at ccbill and only give us 10 days to fill out the form and incorporate if that. most likely they'll give it to us nov 15th and expect it the same day. Ibill is friggin rediculous. There support sucks. I ask a question about lowering my rate because Ive givin them over a 100,000+ in fees and in return my account rep turns me into compliance because I have a "forbidden" word on my website. The company sucks. now they get to blackmail us with our rebills. nice.... merchant account here I come

by non- visa rebills, i meant rebills from mc, jcb, etc. i know there are options from some of the other processors to opt out of visa, and continue signups and rebills with all the other payment methods. i haven't heard anything from ibill on this.

shap - what i'm looking at right now is maybe moving my rebills to someone else's merchant account (who uses ibill for scrubbing, etc). it may or may not be an option. looks sort of hopeful though.

at least it looks like the processing deadline for ibill is Nov 15 (not Nov 1st) - something i've been asking about for the past week...

Oops sorry Quiet, I missed the "non" bit

I didnt ask that question directly but was given the impression that this affects visa only as she emphasized that --visa -- transactions will not be continued after Nov 15 if we have not complied with their regs..

What exactly is required they are still not 100% sure of, but they are suggesting that US business details and a tax id will be necessary at this stage.

Too bad if they turn around next week and say we now need to see evidence of employees or a director being a US citizen or something..

Also the notice in the CMI states that the regulation requirements must implement by November 1st

When I talked to my ibill rep yesterday she told me that Nov 1st is the actual deadline, and they will NOT be able to register any clients past that date (previously they assured me that if I'm not registered on time but still wish to continue to do business with VISA they'll easily get me 2-3 weeks of additional time from VISA).

I classify this information as "yet another ibill's story", and reporting it as such to all the people across this board.

Quiet,

I had a manual look through 40 of my members details to see how many had used a visa card (it takes ages to do this so I only did 40 )and found that 75% of them had used Visa.

When I first called my rep last week I said Nov1 and she interrupted me mid sentance to correct me to the date of Nov15..

She has since said Nov1 herself, so yeah, I'm going off what Ive seen in writing.

If only they could get their stories straight they might have more credibility.

I really hope that no one has been given that last line and is trusting them on it and working to that time frame.

When i asked if the deadline was a hard deadline or if there may be some leeway for those foreign webmasters having troubles trying to get setup in the US due to time constraints and especially those with the little time left because they waited on Ibills final anouncement on the requirements she said "Its the deadline we are setting"

.... so perhaps this isnt a Visa imposed deadline at all ??

But I, for one, is not going to gamble when my business is at stake. I'm going to set up that damnable US presence, and since nobody knows what exactly US presence means, I'll have to set up turn-key shop, just to avoid any unpleasant surprises that might await me in the VISA reg forms.

Company, TaxID, bank account, real address, phone number, secretary and even panties for her. $6K at the very least

But I want to keep my rebills and safely guide the ship through the storm. What to do after the registration is another story, and I'm looking for options...

I have talked with many of them and they say a business account would be take 60 days to open.They say firstly we need to have approved W-8 forms from IRS then apply for a US business bank account
Can you advice a US bank?

You'll have to purchase already existing US company, with IRS code and bank account. That's damn risky business, but with the current timeframe that is about the only option left.

I asked my CCBill contact yesterday to clarify the timeline and dates, because I keep hearing Nov 1 and Nov 15 too.

He said the info that Visa is requesting must be given to the acquiring bank (by your IPSP) by Nov 1. Then, supposedly, approval for each "sponsored merchant" (or is it approval for each url? - I should have asked) is to be granted (or denied) by Visa by Nov 15. Then the rule takes effect where no Visa billing/rebilling is to happen for unapproved sponsored merchants from Nov 15 on.

That is what I understood from the conversation. Not sure if other US IPSPs have the exact same timeline.
