Is this proper English?

i'm suck at engrish... but... this headline on the front page of cnn, at least according to my book, is wrong:

"Tornadoes kill least 21, ripping across South"

or am i wrong?

Just needs an "at" before 'least' and it's proper.

"Tornadoes kill AT least 21, ripping across South" in reference to the Southeastern US which got rocked by twisters today.
