What is meant by residents?

I want to study a semester abroad, preferably at Berkeley. Now I am wondering what they mean by residents vs nonresidents here?

If I study one semester in the states and maybe do another six months an internship I will be a resident, right?

For example residents would be Californians and you coming from a different country would be a non resident,
