I think that this is totally untrue. If Visa wanted to do this they would have already terminated the IPSP's for factoring. In a way their resolution is extremely liberal.

I bet that the IPSP's are in fact thrilled by what has happened. It completely legitimizes their businesses and gives them a status where they had none before. It will be far easier for them to seek capital, and the $250 cut of the registration fee is a windfall of millions for the larger IPSP's.

And as far as a USA presence requiring ownership percentages goes, I feel this is unverifiable. Do you think Visa is capable of going through everyone's corporate records and sorting this out?
corporate registry statements are notoriously inaccurate.

If you set up a Nevada corp properly it is totally impossible to find out. So they would have to believe whatever you tell them.

So Says Visa:

"Janet Yang, the Visa USA rep, responded, "When Casey referred to this as a USA matter, she meant that this new policy was initiated by the US region. How this plays globally ... I'm not sure..."

Even the attorneys in the article thought it was safer outside the US.
