I am not sure this is new. Yes the 3rd party biller has to be in the country you are licensed to do business. So either incorporate in the US or find a biller in your country. Is there something else? (of course I am in the US anyway so I am sure others are more up on this than I am.)

Think this will be the same scenario with all of Europe.. the VISA "rules" are not gonna be (have not) accepted there cos the EU is fundamentally a "free trade" area. Dealing with Euro processors - I doubt the $700 will even be mentioned..

Forget IBILL what a waste of space those guys are.
If you read there following quote for their posting Re Master Card

# iBill must allow for consumers to make purchases from multiple iBill client sites. iBill will support a consumer portal and all clients will be required to register their sites on the portal.
# At the time of checkout, iBill must offer the consumer the ability to make additional purchases. iBill receipts will now contain a link to this portal for additional consumer purchases.

This means that we, as hard working webmasters who spend thousands of $$$ or hours getting traffic to our sites are now going to have to allow IBILL to offer other products or sites to our new members . Why because Ibill are being paid by those other sites or products to use our traffic. This was confirmed by IBILL in a call to them only a few minutes ago !!!

This is so far the worst SCAM i have ever see IBILL try to pull.

And Epoch and CCBILL havent talked about this at all, in fact Epoch who i talked to this morning havent heard of this requirement at all ??????

Now we got a new freehost (sorry portal!) that is no longer a card processor!

On the other hand.. tis (was?) an idea. The US processors can no longer sustain their model - so tis a way of adapting and recouping the deficit.

Think if this is accurate, yea, I was right - get the hell outta US! :-)

I am just filling out the forms for my Nevada LLC so I called them immediately after reading this. I was told that they are working hard to establish banking relationships in Canada and Aus and would be making a definite statement in a few days when the registration period starts.

The guy I talked to said that even if they didn't cover Canada they were going to "do it anyways".

I am still going to do the LLC, I know how tough the banks are in Canada. Canada is one of the last places where money doesn't always talk. They may have bribed some down under bruce bank manager but I am skeptical they will make timely relationships in Canada.

establishing a corp/LLC in the US doesn't cost a lot of money. it's better to do it anyway, and if it's not needed after Oct. 14th (lol - really) - you don't have to use it or do anything with it.

Sorry to spoil your party mate, Bruce the Bank Manager doesn't decide who gets to be a merchant.

I have delt with banks here quite a bit and anyone who thinks they can convince a bank in Australia to do porn is a wanker. To many bloody idiots over here have scammed the banks and as such the banks wont touch online porn with a 10 foot barge pole.

About the only way to do it is pretend your doing something else, and as soon as they catch you out, your history.

So please, until Ibill confirms that they do australia like the rest of world, and actualy do australia for longer than 1 week, then I will beleive it.

Australia is in one of Visa's 6 regions. It is the Asia-Pacific region. They might only need a merchant bank in a country like Hong Kong, Japan, or Singapore (which are also in the same Visa region).

I checked out Hong Kong about 4 months ago. No go unless you have a proper company in Hong Kong with 50% or more owned by a local. I suspect a lot of the other asian countries are the same.

Other problem we have here is when you use an Aussie one, your stuck with processing in Aussie Dollars. Yanks seem to hate being billed in a foriegn currency, despite the rest of the world having to accept it.

The major reason the banks reject allowing USD procesing is because refunds get a hell of a lot more difficult. Currency fluxuations cause enough problems with manual refunds, let alone chargebacks, pisses VISA over here right off when that happens.

If that's the IBill policy then all their employees aren't being notified about it. I heard the same thing from someone there yesterday, but others have been told repeatedly that it isn't the case. When you have a huge decision like this to make it would be nice to have all the facts, and have them presented quickly and clearly.
