Australia is in one of Visa's 6 regions. It is the Asia-Pacific region. They might only need a merchant bank in a country like Hong Kong, Japan, or Singapore (which are also in the same Visa region).

I checked out Hong Kong about 4 months ago. No go unless you have a proper company in Hong Kong with 50% or more owned by a local. I suspect a lot of the other asian countries are the same.
Other problem we have here is when you use an Aussie one, your stuck with processing in Aussie Dollars. Yanks seem to hate being billed in a foriegn currency, despite the rest of the world having to accept it.
The major reason the banks reject allowing USD procesing is because refunds get a hell of a lot more difficult. Currency fluxuations cause enough problems with manual refunds, let alone chargebacks, pisses VISA over here right off when that happens.
