Looking for guys who do toons, japan amation or whatever you call it.
i can't explain it, some one who can do this type of work:
 do i need to provide a picture for it or can someone make this from scratch. i dont know what the hell i am talking about but it looks cool, someone help me

That looks more like 3d rendering. Your hentai, anime, etc is still mostly or always done by hand

this is a toon ...  What you showed is not a toon as such but a 3D model that's been rendered down to an image. There's a guy here who does those types of things ... but of course, it depends if that's exactly what you mean...
