Fuck visa, there are always holes in the system.

VISA SETS NEW RULES FOR HIGH-RISK WEB MERCHANTS: Visa U.S.A. in November will implement new rules to reduce merchant acquirers' exposure to losses from risky Web-based merchants, Visa executives said Thursday at the Electronic Transactions Association's 2002 Midyear Meeting & Expo in Seattle. The rules will clarify and control how so-called aggregators, Internet payment service providers that process card purchases from Web-based sponsored merchants, can submit transactions so that Visa can more easily identify and trace the transactions, according to Senior Vice President Linda Gage. Under development for about two years, the rules will cover merchants who fall into Merchant Category Code 5967, Visa's classification for online, direct-marketing inbound-teleservices merchants. The category includes Web-based pornography sites and is the source of a disproportionate number of chargebacks. Visa will require acquirers to register their high-risk IPSPs serving MCC 5967 sponsored merchants and to submit monthly activity reports about them to Visa. Also, acquiring banks must have a minimum of $100 million in Tier 1 capital to process high-risk IPSP transactions. The rules address such issues as acquirer liability for IPSP activities and clear merchant identification on statements in order to reduce customer disputes about whether a voluntary transaction occurred.

What does this mean???
The new Visa rules mean a few things....


1) Payment Service Providers (PSP's) must "register" each client with Visa.
2) PSP's must report credit and chargeback activity per domain/URL.
3) VISA will view credit/chargeback data on a URL/domain level and combine that data for sites using multiple processors.
4) The number of banks able to settle transactions in this category has decreased dramatically.
5) VISA will have the ability to terminate, by URL if that URL exceeds their required credit/chargeback ratios.


What does this mean to you?

Run a tight ship. Know your affiliates. -- Disclose. Disclose. Disclose.


Watch your volumes at each processor * the volume affects the ratios. Choose a processor that will keep your chargebacks and credits low and within established Visa/MC ratios. Uptime, site content and FTC compliance, risk management and customer service are all more important now than ever.


EPOCH and the other major processors have known of these new reg's for months. EPOCH and has been compliant with the reporting of client data for well over a year. Epoch's portfolio of clients meets all VISA and MC requirements for credits and chargebacks.

The truth is, I can get through this without much trouble. However, it is the last thing we need now. I have been looking to work with a parent company that can employ me, and wanted to make a point-- so, voila, this thread.

And frankly, I don't like the fact that the processors couldn't do anything about it and aren't eating any of the fee. Now 15% of all of my business is joined by an extra $350 a year and $750 now. So far, all I have from my biller is a 10 message ICQ conversation with some impotent apologies. Woopty-shit.

I think there is an important lesson to be learned here. If you exagerate a grievance to make a point, people will pay attention and consider buying your websites. ;)

So you're saying Glo-Bill is using offshore tactics? And, in other words, is only immune if VISA doesn't apply these rules across the board... What about the thing about making people register in the US if they have a presence and all that?

I wonder how secure this is, as the regulations currently stand-- and how long it will take to close the loophole if Globill has really foind one.

I am not jumping ship, don't worry. I was drawing an underline under the insanity of the new Visa stuff. Soon, small quality sites will be at a distinct disadvantage to the large corporate sites and the crap that feeds them. Honesty, original content, and personality will be harder and harder to find.

I may sell my sites, but only if I retain creative control and a few other things that matter to me. I can't overlook the possibility of hooking up with a larger company who can promote my sites, and give me employee status.

Visa has been around for awhile. It has been time for them to go for a long time.

Anyone ever hear of check cards? Debit cards? and a lot of other ways to transfer money? Didn't some outfit named Western Union do that years ago? (still does) just stop the crap about chargebacks. All porn sales are final. Thats all that is needed.

Try to take a fuck book back to the local porn shop, see if he takes it back, shoot spots and all !!!!!!!!!!!!!
