If he can't recognize a private IP, then I doubt he changed the default address of his router.

Check your DHCP client table in your router, that will tell you who the culprit is.

Ok, a few things to know. 192.168.xxx.xxx are what are known as reserved IP's. They are for local networks ONLY. There is no such public IP address. When you have a router it usually creates a network on 192.168.1.xxx. So that means that IP is somewhere inside your local network in your building.

As far as 127.0.0.1 that's an alias for your local machine. This is true for pretty much every computer out there regardless of OS (although I guess it's possible to disable the alias I don't think I've ever seen a machine where this was done. Go to any machine and ping 127.0.0.1 and it will ping the machine you are ping'ing from. It's also called localhost. Try "ping localhost", it will have the same result.

Curious, why do you ask?

If you are using windows you can type in at prompt: ipconfig as to find out your computers ip address and other important info also if you are using a router, your lan address may be different then 192.168.xxx.xxx as such is being pointed out by brandonstills. Now if you are running Vista you should know by default the "ping" gets blocked and you have to go into Vista manually and change the related protocol.

And if all else fails blame Ice !!!

That's funny. I remember back in the day when viruses were written in polymorphic assembly language. Nothing like writing code and then calling the same code from a different IP (instruction pointer) offset and having the same code do something completely different. ;)

If your address is not what you had posted then what is it?

If you are running windows then go to "dos" prompt found within your "accessories" in your windows start menu.

Click on "Command Prompt"

Now you are at "prompt" and type in: ipconfig

You should see the following:

IP address: ( This is your IP address...

)
Subnet mask: (You don't need to worry about this. )
Default gateway: ( If you are behind a router or a network such will display its LAN IP address... you for the most part do not need to worry about such....

)

If after checking your IP address as seen above and such does not match the IP address or Default gateway address then you need to find out if the network or router has the DHCP setup to assign IP address to your computers.

If you are using a router then turn off UPNP ! (its not really needed!)

If you do not have a router then get one !!!

At this point if you need help then contact... Microsoft (even if you are using linux or unix...

)
