If the billing companies do not take dmca notices seriously (which they do not) then content producers are fucked. You will not stop these torrent, tube sites.

The billing companies don't have a choice. They are part of parcel of the copyright violation if they don't take action. No sane billing company would purposely ignore DMCA notices and add risk to their business.

The mere whiff of something illegal is enough to run them into serious trouble.
