LCD Monitor Advice

I'm looking to get a new monitor, probably an LCD flat panel around 17" or so. I want to find a good deal, but I want a quality product too.

Any recommendations?

are there any LCD flat panels that are as fast as CRTs? say i was at 85hz (anything lower and the flicker is almost unbearable), would i be able to get one that did not cause "streaks" when i use my mouse? if you've used older laptops (and most new ones) you know what i mean.
