If you change the destination URL in adwords does it pull your acount offline for approval?

it shouldn't but a change in destination can get you flagged since you may be sending traffic to a site with popups or bad content.
I have changed destinations many times and never had an issue but then again I am white hat in their eyes and certified. |

Instead of changing the destination url, you might consider duplicating the ad(s) and then changing the duplicate ads url. Unless of course you know the original destination doesn't convert so well. But if you are interested in testing landing page conversions, it might be a decent way to go.
