Network Enforcement Rules proposed by NACHA for ACH processing!

As expected, the governing body of U.S. ACH processing (NACHA) is proposing the implementation of new rules regarding unauthorized return (cb) percentages and further scrutiny to the ACH network.

You can find complete info on these proposed rules here:

In a nutshell, they are pushing for a 1% Unauthorized Return (CB) rate, Returns limits and proper authentication to be enforced. Failure to comply with the rules can result in serious fines and/or suspension from the network.
If these rules pass, look for an implementation date of Sept '07.

For those that were paying attention to our "Heads Up" back in late Dec and actually ACTED on it..... congrats! You are in a much better position than those that heard, but did NOTHING!

Webmasters should do just what they did when these changes were made to the credit card business!

Have full disclosure on your tours, provide the content that is advertised, have cancel links in prevalent spots, provide expedient customer support, buy clean traffic, police your webmaster programs, don't do multiple cross-sells, etc.... in essence, just run a clean ship!

And of course..... use an ACH processor that takes this seriously and utilizes proper authentication procedures and fraud controls!

Well the problem is a large % of checks that get authorized are crap checks and people can just punch almost anything in. The ACH networks need better authenticating.

Allan - if you can punch almost anything in and have your ACH transaction accepted and processed..... you're using the WRONG processor! lol

There's no doubt that better authentication tools need to be provided by member banks for ACH. This is an ongoing fight we've been having for 10 years now.

BUT, we haven't been sitting around waiting for them to show up either.... lol

This type of regulation, is the natural evolution of an industry that has exploded in recent years, yet still has many limitations.

Just like the few CC processing companies that survived the regulation of the card business a few years ago, so too will there be survivors of the ACH industry squeeze! ;-)

yea? so lets say i use a free email address, i make up a name and an address, use a good routing number(from my current bank or one i find on the net). that wont work?
