talk to the people who run www.nude-in-public.com -- I love that site.
It's the only site I know of that is true public nudity -- not ugly, drunk flashing girls but hot girls wearing NOTHING in very public places. It is mostly girls from the Czech Republic. One other thing; the site is a pay-site but does offer videos and photo collections for sale. Try emailing them and see if you can get a license for it.
