go to college frat parties, there were always boobs hanging out...or go to cancun during spring break...its not mardi gras, and most of the girls are hot and willing to show boobs for a drink or two.

talk to the people who run www.nude-in-public.com -- I love that site.

It's the only site I know of that is true public nudity -- not ugly, drunk flashing girls but hot girls wearing NOTHING in very public places. It is mostly girls from the Czech Republic.

One other thing; the site is a pay-site but does offer videos and photo collections for sale. Try emailing them and see if you can get a license for it.
