how would i create a template that did this:
displays 8 across, 4 down in sections: hall of fame, todays galleries, yesterdays galleries, 2 days ago galleries much appreciated

Not really how st works. It uses 'last clicks' - the amount of clicks during the last build period, to rank the thumbs.
Most sites running st with a hof don't have a real hof, though if you really wanted one you can add #average over ride to the template. start reading http://www.thumbsrotator.com/help/manual.php then use the built in template maker
