what would the reactions have been if the US did not hand over the dough right away ? but would have decided that they and only they are the ones who should be deciding what to do with someone else his money ?

Uhm...... I could be wrong but haven't we already spent like $300 BILLION dollars over there already, including huge sums in security and rebuilding efforts? I don't think the Iraqi have been cheated out of any cash during this whole process......

thats a way of looking at it : sure why not

but keep in mind the iraqi's did not ask for those US funds to be spend in that way

the thing is my money I do want I want : and this goes for everything and everyone wouldnt you agree ?

conclusion : Iraqi's did not decide how that money was being spend and thus making your view kind of void in my humble opinion
