thats a way of looking at it : sure why not
but keep in mind the iraqi's did not ask for those US funds to be spend in that way
the thing is my money I do want I want : and this goes for everything and everyone wouldnt you agree ?
conclusion : Iraqi's did not decide how that money was being spend and thus making your view kind of void in my humble opinion
