Not necessarily. I know more than a few people who do this quite often because they are waiting for their significant others to come home and want to check if their coming home alone or with a "date". (cheating) :helpme
I have also been guilty of doing this very often when I can't get ahold of the person I'm seeing and I get so anxious so I wait in front of their house till they get home. Or if we got in a bad fight and I really need to talk to them about something and ask them something that's burning in my mind and I can't wait till tomorrow because it's eating me up, so I would sit there and wait for hours and surf on my blackberry... I have no life, sometimes I even waited for like 3 hours... or longer..
I wouldn't like it if someone called the cops on me just because I'm waiting for my significant other to come home. I would be so anxious where I can't wait at home and especially if they don't pick up their cell. I have to BE there the moment they get home. So I have been known to wait in neighborhoods I don't live in A LOT, but it's not like I'm up to anything bad.
