Personal accounts can receive and send p2p to other personal accounts, except if the sender or receiver is located in Russia, Ukraine, Latvia, Moldova, Romania, Vietnam, Malaysia or Pakistan.

Business accounts can make transfers to personal accounts no matter where they are from.
