It's down for maintenance. It says this on the front page:
Webcams.com is down for maintenance The maintenance is expected to last from 6pm to 9pm CST in the USA (GMT-5) We appreciate your patience during this much needed system upgrade If you need immediate assistance please call us at 1-800-270-4116 We're running a little behind but it should be up shortly.
