Saddam is a dictator - a lot of people dislike him, but don't voice it because he'd "silence" them.

Exactly.

You ever see the people when he walks by them, they always look petrified. Remember the two kids he used during the Gulf War to make himself look like a nice guy? He literally had to pull them close to him.

His people hate him, and once he's gone will be dancing in the streets.

However, the last thing most Arab countries want is a democratic Iraq.
