Lets talk about the laws and regulations of running a lottery website.

So what if someone wants to run a lottery website...

what is the best way to be safe from the laws rules and regulations? (maybe base it offshore?)

Well, I guess it depends on how you set up the billing.

Let me use an example I know about. Gambling, sportsbooks and poker rooms are legal in Costa Rica. Many of them run from here. Lotteries, however, are regulated by the government and thus you won't find any online lotteries running here. I think the logic in this is that that running a poker room doesn't hurt the gov.'s ability to collect revenues from their citizens in the form of lotteries, but clearly competing lotteries would.

One other thing that comes to mind is collecting the funds. Would you charge a lot for a ticket? Does it make sense for someone to whip out their credit card for a $1 sale? Will they need to make deposits like a poker room.

I know lots of people that have explored this avenue, but nobody that's made it work. I realize that doesn't mean you won't either, I'm just saying I think it'd be tough.

Another problem would be competition I believe. What can you offer the American, for instance, that he can't go buy at his local corner store? Why would somebody take the risk with some offshore internet lottery when their state already offers a legal, riskfree product?

You are in Montreal. Forget about it. Anything over $500 you need a license. You have to contend with the laws and regulations of each state, province, and region that you intend to sell tickets in. To make the drawing legal in Montreal you would need to have a proven random selection mechanism, including an auditing firm and verification of the mechanical or computation systems used for the random selection.

i agree with this 100%

if i were a consumer i wouldnt feel safe with an international lottery site when i could just go down to my local store and buy a lottery ticket that is somewhat safe.

In the US Lottery tickets can only be sold in the state and not accross state lines.
