Well, I guess it depends on how you set up the billing.

Let me use an example I know about. Gambling, sportsbooks and poker rooms are legal in Costa Rica. Many of them run from here. Lotteries, however, are regulated by the government and thus you won't find any online lotteries running here. I think the logic in this is that that running a poker room doesn't hurt the gov.'s ability to collect revenues from their citizens in the form of lotteries, but clearly competing lotteries would.

One other thing that comes to mind is collecting the funds. Would you charge a lot for a ticket? Does it make sense for someone to whip out their credit card for a $1 sale? Will they need to make deposits like a poker room.

I know lots of people that have explored this avenue, but nobody that's made it work. I realize that doesn't mean you won't either, I'm just saying I think it'd be tough.
