More accurately Israel is targetting civilian infrastructure (bridges, airports, roads, hospitals,...) that affects ALL people in Lebanon, UN bases (even after 14 warnings from the UN and with no rocket launching nearby) and relying on lousy or no intelligence but frustration to target populated zones (with once again no rocket launching nearby but only civilian casualties).
If Israel had been successful in targetting Hizbollah, there wouldn't be so many rockets still being fired.

HizbAllah, for the last couple of decades, has been digging weapons storage bunkers then building schools and hospitals on top, which firstly makes it very difficult to find the location of each bunker (since not every school and hospital in Lebanon is built on top of a weapons storage bunker) and secondly, very difficult to target when they are found, since HizbAllah fills these buildings full of children and sick people to use as shields.
