Seems similar to the roads in the Virgin Islands... except over there, its all uphill and downhill.

When you're going downhill, forget braking, no use to it cause the roads are too steep. All you can do is honk your horn so as to warn the people driving upwards to move to the side

I was surprised when I went to HK where they had one lane roads but there's turn outs where the vehicle going the other way can park while waiting for the other vehicle to pass. Takes a lot of cooperation and discipline to pull it off.
