And insert images and such in it?

I would say "Flashpaper", it will be a printdriver and then you can export to .SWF or .PDF

I guess it would depend what you are wanting to create ...
I often use corel draw to design flyers and then publish them to pdf for transferring on the web.

I use it when I need to convert Word and Excel files to pdf, etc.
