Yeah not sure why you'd use anything but Acrobat.

I would say "Flashpaper", it will be a printdriver and then you can export to .SWF or .PDF

I guess it would depend what you are wanting to create ...
I often use corel draw to design flyers and then publish them to pdf for transferring on the web.

i use pdf creator from sourceforge to print in pdf.
