Not sure if this is what you mean, but Proadult has a program where you can resell some of the webmasters sites like a sponsorship program.

yep i just want to make $$ with the AVS Passes thru my other sites without actually building AVS sites

Cybersexnetwork and Cyberage both do this. They have great tour pages which actually converts very good. I am usually making a site with content then letting the tour pages make the signup and they work great.
Just a note; using a well known avs system is not a good idea, because many of the surfers will probably have seen or sign up with it before, try a brand new quality avs system, hmmm , like the one in my signature

Maximum 120x60 button and no more than 3 text lines of DEFAULT SIZE and COLOR. Unless your sig is for a GFY top banner sponsor, then you may use a 624x80 instead of a 120x60.
