Is it tolerated? Legal?

Lets say someone makes a site and site for webmastes, teaching html, php, asp, web design, etc.

Then, he makes a very big database of domains, and makes a script that visit each domain, and makes the referrer of each hit his site.

Then, the site owners who thinks received some hits, visit his site, which makes him real visitors.

Is that tolerated/legal, or is it a kind of attack?

well its not illegal, its just blind traffic. its immoral if this traffic is being sold under false pretenses, but its not like its hitbot traffic or anything.

The purpose of this technique is not to sell traffic to anyone, but to get webmasters traffic to a site.
