Pop-ups as part of a site design are one thing; pop-up advertising is an abuse of a well-intentioned feature of internet browsers. I won't visit any site that regularly bypasses my popup-blocker in order to force excessive ads on me.
If you can't fit relevant advertising on your page and draw attention to it, you need to work harder.
