I don't see why a tgp wouldn't allow it. The key is not to over do it. Ask yourself if there is a specific reason that you should use Flash or are you just using it for eye candy...

They dont want anything that slows the page down.
If the reviewer has to wait for it to load up they decline it and assume the server is slow, and may blacklist the server. |

There's plenty of reasons to do it. Looks is just one of them.
I'm sure there's a lot of cheaters that would use the potential exploit abilities flash gives though.
