You think the police officer should just throw out complaints based on their own judgment? What about when a porn industry worker gets raped and the police officer says "well, she's a porn star, probably asked for it"? Then you'll want it back the other way, with the courts deciding and the officers following up on the complaints.

Why would that matter?
You change your legal name and that in itself is a court process which requires that the notice be ran in the newspapers in the public services section. Which both are public information services. So old name can be cross refferenced with new name and so on.
