wish i could help you but i dont know much
I had a ukraine team working for me like 4 years ago and they were told to do a search engine working like google "roughly speaking" With search core, spider with indexing abilities and so on.... Anyway the project stopped because the stupidity was greater than me....

It strongly depends on your needs. A simple over the shelf product could suffice, or you could need a doctorate level design like Brin / Page did for designing Google. You need to outline your specs, how many documents are we talking about, format of the database, structure, indexing based on which fields, etc. etc...?
