(just an example) look at this wordpress blog below...

The permenent links are linked like this index.php?p=blabla

Ex: http://davidmattison.ca/wordpress/index.php?p=1414

I want to turn them in to .html files. I read somewhere that it can be done with .htaccess, not sure.

are you specifically trying to do this in wordpress? If so click options, then permalinks then format the structure to your own liking, click save and it will give you the code to put in htacess
