The thread title is misleading. Hain is the Northern Ireland secretary of state. It's basically up to him to decide whether or not the paramilitiaries are considered active, or on cease fire.
The recent riots were sparked by a decision by the parades commission to reroute an Orange Order parade. They intended to travel through a nationalist area (something that often causes riots and clashses between nationalists, loyalists, police and sometimes the army). It was rerouted to avoid such a confrontation. Loyalists got pissed off and took to the streets at the behest of the orange order leadership. Quick History: The Orange Order is an exclusively protestant order that is anti-catholic and pro-union with the UK. This dates way back to William of Orange (think 1690). Anyways. The UVF has been on a "ceasefire" for quite some time, but there have been calls by people on both sides of the political fence to have that situation chagned as they have been involved in a bloody turf battle with the LVF (one of the other loyalist paramilitary groups). Several people have been killed. On top of that, there has been a sustained sectarian campaign against catholics in a few counties, but particularly in Antrim. So Hain has been under pressure for months to finally acknowledge that the UVF and LVF are no longer honouring their ceasefires. Then came the parades decision. The statement from the orange order sparked it, and the UVF jumped in and took advantage of the situation and have been the driving force behind the riots since the start. In the minds of loyalists, the British government has conceded too much to republicans since the announcement of the IRA disarming, and indeed the last 10 years. It's good to see nationalists and republicans are not reacting by taking the bait. Maybe those ignorant fucks in Westminster and the Dail will see that the IRA has not been the only hurlde to get over to reach a peaceful resolution. Maybe they'll realise that the loyalist paramilitaries also need to be addressed.
