A controversy erupted in another disaster situation in 1999 when Chavez turned down an offer for U.S. military engineers to come help reopen a main coastal highway following catastrophic floods and mudslides. He said Venezuela didn't need the Americans' help.

Yep I can tell you that is true...and they also offered medical help from one of those hospital ships I think.
The town affected by the mudslides back in 1999 still hasn´t recovered.Wonder if Chavez had accepted the help back then,that town would have fully recovered.
I also remember that happened after about 5 days of HEAVY rain.Chavez didn´t evacuate the town because there were elections that week and he didn´t want to pospone them.What a great humanitarian...

I think the main point for refusing something like that is that they will want something in return at some point.....just opens up a big can of worms. If any country wants to donate money they can donate it to various charities, i'm sure they wouldn't get refused.

Either way south america has it's own share of problems and they really should be using that money to help out their own people.

how could all these leaders think of their egos before thinking of the benefits that their people will be getting with that help? the president should look into what is really happening with his people right now. in this situation, they should always set aside the political issues that they are having, instead, help each other. In that way, more people will be benefited!

The US can't be dealing with every country that wants to donate $100k or 5 million or whatever.

The US government has more important things to do like get a billed passed that creedits $10 billion towards relief.

There is 2 kind of donations.
Money send to example redcross that go out themself and help
Help send directly to USA, example: oil, equitment to provide clean water, food, sanitation equitment and things like that. That is what USA is not accepting.
Basicly Bush is saying "my people do not need food and water because that might make me look weak"
At the same time people are dying because they have no food or clean water.
Offcourse Bush is still able to say he has the biggest military power and he do not need help, I'm sure someone without food and water for days feels excactly like Bush
